Municipality fees explained

If you are renting a property in Abu Dhabi you are required to pay municipality fees in addition to your water and electricity bills. You will be registered automatically for the fees when you register your tenancy contract with Tawtheeq. Read on to find out more.

The fees

  • TAQA Distribution collects the municipality fee on behalf of the Department of Municipalities and Transport.

  • The fee is calculated at 5% based on either the rental value or the rental index—whichever is higher.

  • To facilitate payment, the municipality fee will be invoiced monthly in instalments.

  • The total amount of the municipality fee is due from the contract start date.

  • Please refer to clause 26 of the Tenancy Contract Terms and Conditions for the Rental Index Value.

Who it affects

The fees apply to anyone involved in renting a property within Abu Dhabi emirate, except UAE Nationals who are exempt from municipality fees for all residential contracts intended for their own use.

How to register

When you register your tenancy with Tawtheeq, you will be enrolled automatically for municipality fees. You can apply through the Abu Dhabi Municipality website by completing the Tawtheeq E-form. If you prefer to register in person, you can visit the Customer Service Centre at the Municipality of Abu Dhabi City (Head Office), or one of the Municipality’s affiliated external centres or customer service outlets.

If you’re not registered with Tawtheeq, you’ll need to contact Abu Dhabi Municipality to provide other evidence of your property tenancy or we may not be able to connect your water and electricity.

Ways to pay

There are a number of easy ways to pay your bill for municipality fees. If you’ve set up your online account with ADDC, it only takes a minute to use our secure online payment facility and it’s even quicker if you’ve already stored your card details. Alternatively, you can pay by bank transfer, credit card, cash or cheque at any of our Customer Service Centres, with options to use selected ATM machines, banks or exchanges. Your water and electricity services may be disrupted if you don’t settle your municipality fees by the due date and you could be charged a reconnection fee if you are disconnected due to non-payment.

Tenancy contract renewal

Tenants should receive an expiry notification from the municipality around two month’s before the end of their tenancy contract. If you intend to renew the contract, you will need to update the details at the Department of Municipal Affairs and Transport before the contract period expires, to avoid potential service disruption.
